CAPE GIRARDEAU, MO (KFVS) -
The program set up by the government is called affordable insurance exchanges. States are supposed to set up the exchanges so that people with out insurance have a place to go to get it.
But right now, it is only causing more confusion because states like Missouri are fighting the law.
Some people that currently are uninsured are deciding what to do to prepare for the change in 2014.
One option is to simply pay the fine. The first year could cost $95 for an individual, $285 for a family or 1% of income, whichever is higher.
Then, two years later - it bumps up.
It's $695 for an individual, $2,085 for a family or 2.5% of income.
As far as the hospitals, Southeast Hospital estimates 5.9% of their patients come in uninsured.
St. Francis Medical Center estimates even more at 14%.
Keep in mind, these two numbers are only people that went to the hospital.
