PHOENIX (CBS5) -

The father of a 21-year-old pregnant woman's unborn baby has been arrested after her body was found inside a burning apartment, Phoenix police said.

Dwandarrius J. Robinson, 21, was arrested Thursday on suspicion of killing his girlfriend, Shaniqua Hall, 21, and her unborn child, police said.

Robinson was arrested and charged with two counts of premeditated murder, one count of arson of an occupied structure and one count of kidnapping.

Police said Hall was handcuffed, duct taped and had accelerant poured on her before she was lit on fire Wednesday.

"He purchased duct tape just a few hours prior to the homicide along with an accelerant, at a nearby store. He was in possession of a handcuff key and the victim in this case was handcuffed," said Phoenix Police Sgt. Trent Crump. 

Police said Robinson claimed he was with another 2-year-old child the two shared and running an errand when he returned to find the apartment on fire and called 911 about 4:30 p.m. He said there was a person dead inside the apartment in the 1400 block of East Bell Road and waited in the car with the child for the night.

Hall was eight-and-a-half months pregnant, authorities said. The toddler is now in the care of relatives.

Damage to the apartment was not extensive.

Robinson's employment with Rio Salado College was terminated on Thursday, according to school officials. He had been employed intermittently since 2009 as a part-time temporary college safety aide. His duties were to monitor the campus, check on building security and give visitors information.
