Audit sparks investigation in Carter County


An audit done by the state gives Carter County a poor rating. Now, a criminal investigation is underway.

A big chunk of the audit revolves around money the county collector cannot account for.

Carter County Prosecutor Rocky Kingree says county collector Jennifer Clark-Williams resigned Monday.

According to auditors, Clark-Williams cannot explain what happened to at least $3,817 in property tax receipts.

Apparently they were received but not deposited between November of 2010 and November of 2011.

Rocky Kingree says they have almost completed a criminal investigation involving the funds Williams cannot account for and are reviewing possible felony charges.

Williams remains on the job.

Jennifer Clark-Williams told Heartland News on Monday the collector's office is looking into what happened to the money, but she cannot comment further.

Meanwhile, auditors also reported concerns about the General Revenue fund. In 2009, the ending balance was $85,966, but this year is projected to be only $641.

Commissioners say the low funds reflect payments made from lawsuits involving former sheriff's and reimbursements to employees who were underpaid based on state requirements.

Commissioner John Bailiff says they are doing the best they can to turn things around for the people of Carter County.
