    A proposal to devote $100 million in state construction funds to help land President Barack Obama's presidential museum and library will be the focus of a legislative hearing.
    An Illinois House committee has advanced a plan to devote $100 million in state funds to help bring President Barack Obama's presidential museum and library to Chicago.

Authorities have located a missing Illinois man in the Little Wabash River.

The White County Sheriff tells 14 News the body of 37-year-old James Price of Edwardsville was found inside his truck.

Price's truck was found in the Little Wabash River, just south of the eastbound lane on Interstate 64.

Authorities knew James Price was headed home to Edwardsville, Illinois on Tuesday. That's when they got reports of an erratic driver heading westbound on I-64, they went to check out the area.

From a track near I-64, you can see where it looked like he came off and traveled in the median and then came between this guard rail and then just went directly up.

Investigators scoured the Little Wabash River looking for answers and after 10 hours of searching, the 37-year-old was found inside his truck just south of the eastbound lane on Interstate 64.

"We've got the department of natural resources here today with their boat," said White County Sheri Doug Maier. "They also have sonar. We've had state police airplane up. They've circled since about 9:30 this morning."

Friends and families watched helplessly, hoping for a miracle. They say Price is a good friend, and an even better dad.

"Loves his little girl. Loves his little girl," family friend Marti Ashley told 14 News. "Just a real kind, helpful, strong, just a very, very good man. It's heartbreaking. This is heartbreaking.

Sheriff Maier says Price did have some medical issues. He was a diabetic and they say maybe he had an issue with that. Foul play isn't suspected.
