Authorities have charged an Illinois prison guard with delivering a cellphone to an inmate at the maximum-security Menard Correctional Center.

Randolph County State's Attorney Jeremy Walker says Charles R. McClard faces a charge of bringing contraband into a penal institution. Walker says it's a felony that could bring a penalty ranging from probation to seven years in prison.

Walker said Tuesday that the incident occurred in February and McClard "was receiving remuneration for the cellphone." He would not comment further but said the inmate allegedly involved has not been charged.

Illinois Department of Corrections spokesman Tom Shaer says "multiple electronic devices" were involved.

According to the Randolph County State's Attorney's Office, the Illinois Department of Corrections placed McClard on paid administrative leave in accordance with provisions of the AFSCME contract.

An Employee Review Board (ERB) hearing will be held this week. The hearing officer will determine if McClard is to be suspended without pay, pending judicial review.

If such a determination is made, suspension without pay will be pursued by the IDOC, in accordance with provisions of the union contract. Conviction on a felony would result in automatic termination.

If, before judicial action is complete, the internal investigation determines that McClard has violated IDOC employee policies by bringing contraband into an IDOC facility, he will be immediately terminated at that time, according to IDOC.

Charles McClard was hired as Corrections Officer on October 11, 2010.

McClard does not have a listed number and could not be contacted.
