Huntsville Boy Scout volunteer arrested on international child porn charges

According to a federal complaint filed in the Southern District of Indiana, a Huntsville volunteer with Boy Scouts of America faces child pornography charges.

The complaint states James McCullars was part of an international child pornography ring. He is charged with engaging in a child exploitation enterprise and conspiracy to distribute and receive child pornography. Federal agents said members of his ring used the internet and U.S. Mail to discuss sexual interest in young boys and trade "substantial volumes" of child pornography.

According to the complaint, McCullars used the online identities "^dj" and "deejjaayy." The complaint states another suspect in this case told investigators "^dj" worked for a college in Alabama, knew several people who produce child porn, and went camping with and molested minors.

Another suspect reportedly told investigators "^dj," identified as McCullars, actively sent child pornography to several members of an online group and maintained an FTP folder for that purpose. The complaint states the files included several videos of boys between the ages of 8 and 10 in sexual activity.

The complaint also states a second member of this online group told investigators he learned "^dj" lived in Huntsville and was active with the Boy Scouts of America. The suspect reportedly told investigators he viewed images and videos of "^dj" molesting children.

Officials with the University of Alabama in Huntsville confirmed McCullars was Director of Systems and Operations , Computer and Network Services for the university until 2009. Federal agents state McCullars volunteered with Boy Scouts of America at various events, including the National Jamboree.

"Now that we have heard about this, we have immediately revoked his membership," said a spokesperson for the Boys Scouts of America Alabama.

J.T. Dabbs III, Scout Executive of the Greater Alabama Council, released a statement Thursday afternoon:

Any instance of child victimization or abuse is intolerable and unacceptable. The behavior included in these allegations runs counter to everything for which the Boy Scouts of America stands.Our thoughts and prayers go out to anyone who may be a victim of this type of behavior. We appreciate and support the legal system of the United States and, if found guilty, support punishment to the fullest extent of the law. Although these allegations do not appear to have anything to do with Scouting, this individual was immediately removed from Scouting in 2012 and is permanently banned from future participation in the Scouting program.

The BSA has a comprehensive youth protection program which includes education, chartered organization leader selection procedures, criminal background and other checks, barriers to abuse and prompt mandatory reporting. Because this is an ongoing investigation, please contact local authorities for additional information.

A person who identified himself as a family member at McCullars' home says the accusations are unfounded.

Documents show the case against McCullars has been delayed multiple times. We have confirmed the defense has filed five motions to continue the trial. Each time, the defense said it needed more time to prepare.

Indiana state judge Sarah Evans barker said there will be no further continuances aside from truly extraordinary circumstances.

McCullars' attorney, Kenneth Riggins, released a statement Friday:

James McCullars was shocked by these allegations. He looks forward to going to trial in May to resolve these charges and to clear his name. He has a long history of community service in the Huntsville area with no previous allegations of misconduct. He hopes to get to the bottom of this during his trial.
