MEMPHIS, TN -

(WMC-TV) - A Mid-South election commissioner is raising questions over the residency of a Shelby County Commission candidate.

Election Commissioner Norma Lester says candidate Edith Moore is lying about living in District 6. The Action News 5 Investigators went digging for answers.

Lester sent an email Saturday with photos blasting candidate Moore. Moore's petition to run for office lists her North Memphis residence on Gladstone Street.

The Investigators knocked and rang the doorbell with no answer. Neighbor Melvin Harris, who has lived on the block 13 years, is outraged.

"I don't see why she's running for office, and she's not living over here," said Harris.

He says the home has been boarded up for years, littered with trash, graffiti and a huge branch has been there since the recent ice storm.

"Edith Moore claims she's living here. She never stayed here one night, her or her husband," said Harris.

Action News 5's Kontji Anthony called every Moore in the phonebook to no avail.

Neighbors say a person who owns a blighted property where she does not live could never properly represent the district. They are under the impression Moore wants to turn the home into a halfway house.

"We have lots of small kids around here playing and a school one block from here," said Harris.

They want city inspectors to step in.

"I think it's a code violation," said Harris.

The Election Commission held a hearing to investigate the questions.

Moore claimed the only reason she is not staying there right now is due to a gas leak. She is still on the ballot.

Election Commission Chairman Robert Myers saw our initial report and says none of this information was presented to the Election Commission because the person who made the initial claim against Moore never showed up for the hearing.

Myers says the Election Commission voted based on what was presented to them at the hearing, which ended up being Moore's sole testimony.
