MEMPHIS, TN -

(WMC-TV) - A candidate for the Shelby County Commission is speaking out, after a neighbor and an election commissioner questioned her residency in District 6.

It all began when Election Commissioner Norma Lester sent an email to local political leaders Saturday saying candidate Edith Moore does not live at the home listed on her election filing.

When Action News 5's Kontji Anthony knocked on Moore's home Monday, no one answered.

Monday, neighbor Melvin Harris told Kontji he's lived on the block 13 years, and he does not think Moore lives in the home listed on her election filing either.

Tuesday, our cameras captured Moore and a group of contractors fixing up the Frayser home.

Moore says she had power problems so she couldn't stay in her cold house and that her contractor couldn't work on her home because his wife was ill.

While Kontji was interviewing Moore, neighbor Melvin Harris approached the home and Moore had choice words for him, all caught on camera. The conversation went as followed:

Moore: "What are you doing? Who are you?"

Harris: "I have to go to work."

Moore: "Well you go home and mind your own business."

Before the same neighbor left he handed Kontji a paper, but Moore intercepted it.The paper had Moore's license plate number on it.

"What do you need my tag number for? Let me tell you what I'm going to do to this," said Moore ripping the paper into shreds.

Moore says Harris is harassing her.

People keep busting out her windows with rocks.

"You cannot live in a house with no heat," said Harris.

Says she votes, pays taxes, gets her mail in the neighborhood.

She says running for office was a calling.

"They say, 'Edith, you did a doggone good job when you were a commissioner. We appreciate it.' When ministers and pastors come out and tell you to do something, you try to do it," she said. "I am tired of being harassed. I am tired of being stalled and you can see they're stalking me right now."

Action News 5 called the two other candidates running against Moore. One number just rang, and Kontji left a message for the other candidate with no response.
