    A group on Facebook called the “[Controversial humor] National Baby Shakers League: Rise of the fallen” is creating a stir nationwide and here in the heartland.Administrators of the group say the goal is to raise awareness about shaken baby syndrome using shock value.

People living in Henrico's Three Chopt Village say theycan't sleep because of constant barking. They live next to a dog kennel. Many residentsare barking mad the Henrico Board of Supervisors just voted to exempt dogkennels from the county noise ordinance.

"This is a nuisance,"said Three Chopt Village homeowner Nick Lukowsky. "This is keeping us up. Wecannot live."

Tolkien's Kennel houses up to 50 dogs just feet away fromdozens of homes. Lukowsky has cell phone audio of the constant barking.

"We are trying to sleep in our beds," said Lukowsky." Havedinner at our table. You can't even use your yard."

The community took that message to the Board of Supervisorsas they considered exempting commercial kennels from the county noise ordinancebetween 7 A.M. and 11 P.M.

"We lose every rightthat we have to complain," said Cheryle Lukowsky "We're almost better off withthe way it is right now, and that's pretty pathetic."

We spoke to the kennel owners, Larry and Carrie Knox. Theytell NBC 12 the dogs are kept inside at night. The couple has maintained thekennel or more than 40 years.

"And if one does duediligence," said Mr. Knox. "They know what is around the place that they arebuying."

That logic led the board to vote unanimously in favor ofexempting kennels from the noise ordinance.

"I'm glad it's over," said Mr. Knox. "Bless the people whohave supported us."

It was a crushing blow to the Lukowsky's and others likethem.

"My wife and I havejust about divorced over this," said Mr. Lukowsky. "This is the worst decisionI have ever made in my life."

Mr. Knox was slapped with a $100 fine earlier this year forviolating the county noise ordinance. He heads to court in April with a muchstronger hand for appeal.
