Only residents of Homosassa Springs, Florida generate more complaints about scams than the people who live in Prescott, Arizona.

That's according to the Consumer Sentinel Network Data Book, which is a compilation of millions of consumer complaints about fraud and scams. The specific data is available only to law enforcement officials, but the Data Book is published by the Federal Trade Commission every year.

The report does not indicate why residents of Prescott generate so many complaints, 621 for every 100,000 people living there. But the Sierra Vista, Douglas metro area landed eighth on the list and the Phoenix, Scottsdale, Mesa metro area landed 15th.

The Data Book lists banks and lenders, as well as debt collectors as the top causes of consumer complaints in Arizona.

During the year 2013, Arizona residents reported they had lost more than $31 million due to fraud. The average victim reported losing $2,230.

When it comes to identity theft, the Phoenix metro area ranked 46th on the list. The most common use of a stolen identity in 2013 was to obtain government documents or benefits.
