DYERSBURG, TN -
(WMC-TV) - Jason and April Lloyd have a room inside their Dyersburg house ready for their son Samuel. The only problem is that Sam is not there, and they are waiting each day for him to be able to come home.

The Lloyd's adoption story is out there for the world to see. For Jason and Amber Lloyd, It is a trek that started in November 2012 when they decided to adopt the little boy from the Democratic Republic of Congo.

"It's like a battle, like a constant battle, everyday, a war," says Jason Lloyd.

Little Samuel was legally theirs in September of 2013. Now, nearly a year later, he is still not home with his adopted family.

"It feels like our last chance. I don't know what's next. We weren't supposed to do anything but sit and wait," continues mom April.

For the Lloyds, waiting is becoming increasingly difficult. Little Samuel turned one this past Thursday. His bedroom at home in Dyersburg is now ready for him.

But, the Lloyd's say the U.S. State Department is concerned about child trafficking happening in the Congo, while the Congolese government is concerned about the American homes these children are coming in to.

"We want Congress to have a louder voice, persuading the Congolese government, showing evidence these children are coming into good homes," adds Jason.

Now the family is receiving help from lawmakers. The State Department says a Congolese delegation is in Washington this week meeting with lawmakers to try and figure out how to improve the adoption process.
