Dyer Co. Sheriff wants stiffer penalties for repeat offenders

(WMC-TV) - Officials in Dyer County are searching for ways to keep the community safe.

Two Dyersburg men are no strangers to the law: Billy Gilliam and Jeff Floyd have both been booked in jail over 40 times each. Now, neighbors and the sheriff are saying something has to be done about these repeat offenders.

"A few officers came by here the first week I moved here. They came looking for him, and I told them he didn't live here anymore," says Dyersburg resident Carmen Bell.

Bell lives on Browning Street with his two kids and girlfriend. He lives in the house where Billy Gilliam used to live.

He said he used to see Gilliam around the neighborhood after he moved out and was surprised to hear he had been arrested more than 40 times.

"I couldn't imagine going to jail 40 times," he adds.

The two have faced a variety of charges including meth manufacture, domestic assault, drug possession, and contempt of court.

Floyd still sits in jail. Gilliam is now out again, this time on a $50,000 bond.

"40 times ... Man that's too many times," adds Dyersburg resident Marcus Turner.

Dyer County Sheriff Jeff Box says offenders serve too short of sentences for crimes they commit.

He says while he is proud of the fact that Dyer County's crime rate is down 39 percent, he plans to work with community leaders and the DA to advocate stiffer penalties to keep criminals in jail longer.
