Family and friends are speaking out and remembering a 19-year-old who was shot and killed by a police officer.

"Just to be shot four times that's excessive. That wasn't right. He could have killed the other three people that were in the car," said the victim's friend, Lynsy Hall.

It began around 2 a.m. Saturday when Deputy Tyler Brockman of Boone County was investigating a field party on River Road.

Authorities say he got out of his cruiser and was struck by a car leaving the party, causing him to land on the hood of the car. Brockman then reportedly fired four rounds into the windshield, hitting the driver.

The driver was 19-year-old Samantha Ramsey, a 2013 graduate of Holmes High School. She was transported to the hospital where she was pronounced dead.

Ramsey's grieving mother, along with 150 other friends and family members, gathered on Sunday for a candlelight vigil at the location of the shooting.

"I wouldn't have expected anything less. I wouldn't have because she was so loved. You know she's a good person. She loved people, they loved her. She was a people person," said mother Brandi Stewart when asked about the large turnout.

Stewart said she learned of her daughter's death through a friend. She claims Boone County Police only contacted her to ask consent to search Ramsey's car, and the lack of communication leaves the grieving mother with questions.

"I just want to know what happened. I want answers. The officer involved … I'm not, I'm not an unreasonable person. I'm realistic. He was the last person that looked in my daughter's eyes that saw her face and I want answers," said Stewart.

Friends at the vigil expressed their anger towards the situation.

"Any other human would have been put in jail for that. He needs to answer for what he did to that family," said Gunnar Buemi.

Officer Brockman has a clean record with the Boone County Sheriff's Department where he's worked since 2010. Ramsey was arrested for driving under the influence in April of 2013.

FOX19 legal analyst Mike Allen says it's rare for officers to be criminally charged and convicted for fatal shootings on-duty.

"The determination as to whether it's a justifiable homicide is one that's based upon self defense and that's a subjective call," explained Allen.

The Boone County Sheriff's Office has only said that Officer Brockman was put on administrative leave and that they are conducting a full investigation.
