Witnesses say the victim, 51-year old James Eiflander, was putting new glass around the perimeter when he fell seven stories to his death.
CLEVELAND, OH (WOIO) -

The Occupational Safety & Health Administration are investigating the death of James Eiflander, 51.  He fell off the Anthony J. Celebrezze Federal Building while covering the exterior with energy efficient glass.

The National Enclosure Company, from Michigan, is the subcontractor on this job.  They hired iron workers from Cleveland local 17 to help remake the facade of the federal building.

"There should be no situation ever at a work site where employees are falling without adequate fall protection, it's the employer's responsibility to provide adequate fall prevention." says Howard Ebert, OSHA area director.

The National Enclosure Company voluntarily shut down the job site and made a grief counselor available to employees.  National Enclosure could face significant fines if they are found out of safety compliance.
