CHEVY CHASE, Md., June 9, 2014 /PRNewswire/ -- Beach Street Consulting today announced that Los Angeles (LA) County has implemented the Beach Street Contracts Lifecycle Management solution, leveraging EMC® technologies to dynamically assemble contracts and other compact documents to ensure consistency and minimize exposure to legal risks.
LA County has traditionally experienced challenges ensuring that the latest approved legal text is used and all appropriate provisions are included in final executed contracts, exposing the organization to potential risk. The complications and risks associated with managing the contracts and other legal documents of their $26 billion organization (effectively larger than 42 states in the US) are difficult and has resulted in strained relationships with key vendors and increased costs of operations. The County realized that they needed a strong and adaptable control mechanism in place to solve the problems associated with their size and complexity.
In partnership with EMC IIG Consulting, Beach Street implemented the Clause Library and Dynamic Contract Assembly module. The system allows LA County legal and contracts personnel to manage thousands of approved clauses used in hundreds of corporate and departmental templates for Contracts, requests for Proposals (RFPs), Statement of Work (SOWs), and similar documents, across the County. Contracts Analysts are able to choose from approved templates, specify the counterparty and other details and select from optional and alternative clauses. Within a few seconds, the system returns a fully formatted Word document to the user that not only contains the appropriate clauses but also has performed term replacement with the contract/counterparty details.
"We have been able to combine years of public sector industry and contracts lifecycle management experience to provide a solution to LA County that helps to solve a classic issue of how to maintain control while providing for flexibility and change," said John Burns, President and Co-founder, Beach Street Consulting, Inc. "Contract automation is traditionally difficult as it bridges requirements from business, legal, compliance, and IT. The initial response from County users has been overwhelmingly positive and it is rewarding to build systems that effectively satisfy both executive and transactional employees."
"The new Clause Library System ensures use of standards while maintaining program flexibility in meeting the County's business requirements," said Robert Davis, Assistant Auditor-Controller, LA County. "The application will greatly improve our processing time, quality of documents, and compliance with County standard terms and conditions. We are very happy with the Beach Street team, the solution, and the EMC xCP 2.0 platform."
"Beach Street's Contract Management solution was one of the initial offerings certified through the EMC IIG Certified Solution Program. In addition, the solution was recognized as the winner of the 2013 IIG Solution Innovation Award for Outstanding Industry Solution for the Public Sector," Karthik Manimozhi, Head of Worldwide Alliances and Channel Sales for IIG, EMC Corp. "The award and this successful relationship with LA County are testaments to Beach Street's continued commitment to their partnership with EMC and their ability to address evolving and growing needs of their clients."
