BAGHDAD (CNN) – U.S. Secretary of State John Kerry is in Baghdad talking to Iraqi leaders as the militant group ISIS gains control of more cities.

"The future of Iraq depends on decisions made in the next few days and weeks," Kerry said.

Kerry arrived on Monday with a message for Iraqi leaders.

It's one they've heard before.

Put aside their sectarian differences and create a new, more inclusive government.

And if they don't, more of their cities could fall to the militant group ISIS.

"Not next week, not next month, but now," Kerry said.

Over the weekend, ISIS seized control of towns in the western part of the country, including two key border crossings with Syria and with Jordan.

Kerry says the prime minister of Iraq has agreed to begin formation of a new government by July 1.

Now the U.S. has pledged a range of options, including providing enhanced intelligence, opening joint operation centers, delivering a steady supply of munitions, and sending advisers.

"The support will be intense, sustained, and if Iraq's leaders take the necessary steps to bring the country together, it will be effective," Kerry said.

President Barack Obama says U.S. support depends on what Iraq does next.

"If we don't see Sunni, Shia and Kurd representation in the military command structure, if we don't see Sunni, Shia and Kurd political support for what we're doing, then we won't do it," Obama said.

Americans appear to be mostly split on whether to get involved.

A slight majority of those polled - 50 percent - say it's not the responsibility of the U.S. to do something about the violence in Iraq.
