PARKVILLE, MO (KCTV) -

There will be no carnival rides at this year's Fourth of July celebration in downtown Parkville.

This comes after the rides failed electrical and mechanical inspections.

It was supposed to be a fun-filled night Wednesday on the first day of the festival. The Ferris wheel is the main attraction for carnival fans, but now it won't be part of the festivities at all.

"I think it is pretty ridiculous that they bring this big carnival here, and it doesn't pass inspection," Matt Tuso said.

Matt and Kristen Tuso found about the rides being shut down after they arrived at the carnival.

The decision was made Wednesday afternoon after the fire department and the Department of Public Safety said the rides were unsafe.

"There were a number of violations that were cited, and the consensus was the best course of action would be not to have the carnival for this event," Parkville city administrator Lauren Palmer said.

Palmer said the city went with a different vendor this year because the one they normally use had a scheduling conflict.

The rides started coming down Thursday after the safety inspection showed a host of concerns.

"Burnt panels, burnt wiring inside the rides, loose connections, just hazardous," said electrician Mario Marra, who assisted with the electrical portion of this week's surprise spot inspection.

When asked about the potential worst-case scenarios with the problems Marra saw, he replied, "Someone could get electrocuted and killed."

The mechanical violations for Bluff City Shows were just as concerning. On the Kiddie Carousel the seat belts did not function properly. On the Dragon Ride the seats were not securely attached to the ride.

On the roller coaster a section of metal roofing on the car was rusted through on three of four sides.

As to why the inspection didn't happen earlier, Palmer said it's because the carnival travels and organizers had little time to set up the rides. The inspections can only be done after that happens, and it left little time to make the necessary repairs.

"Given the timing with the holiday weekend, we just weren't confident there would be enough time to address those issues," Palmer said.

"I got to Park University up the street, and a couple of my friends have kids and the kids really enjoy the rides, so that kind of just took a little bit away from it. But during the day, you still got some nice things here, you know," said Denzel Cook, a Parkville resident.

Despite the shutdown, some are looking on the bright side.

"The games are still going," Kristen Tuso said.

There are also plenty of options for nostalgia and food worth the tummy aches.

"I'd have to go with any type of ice cream would be my favorite type of carnival food, yeah, for sure," said Jon Flaucher of Smithville.

Flaucher's wife added that she likes funnel cake or anything fried.

As for Bluff City Shows, the owner said from its home turf in Fisk, MO, that they've been in business for 47 years with no accidents.

In her words, "We've never had anything like this happen before. It's embarrassing."

Besides the food and games that are still operational, all the other events for Friday are on as planned. They include the parade, the pancake breakfast and the fireworks.

KCTV5 asked the state for annual inspection records going back several years, but have only received this year's so far.
