(VTV/CNN) – The Vietnamese Air Force has grounded all training flights after a helicopter crash that killed at least 18 people.

The Russian-made helicopter crashed in Hanoi with 21 military personnel on board.

Authorities recovered the flight recorder and are looking into the cause of the crash.
