(CNN) – General Motors has recalled more than 25 million vehicles in the U.S. this year, but the automaker has resisted recalling even more.

The National Highway Traffic Safety Administration has been investigating corrosion-related brake failure in full-sized trucks and SUVs since 2010.

The issue affects millions of vehicles from 1999 to 2003 model years.

GM has told regulators the rusted brake lines are a maintenance issue. The company also said the affected vehicles would still be capable of stopping.
