BRUSSELS, Belgium (CNN) - The European Union will put forward proposals on new sanctions against Russia later on Wednesday as it seeks to soften Moscow's stance on the crisis in Ukraine, an EU spokeswoman said.

Also on Wednesday morning, sources from Ukraine claimed a cease-fire had been reached between Russia and Ukraine.

Consideration of the new sanctions is a priority for member states, and the new package will be ready by the end of the week, spokeswoman Maja Kocijancic said. 

She said the proposals would include "sanctions on additional individuals and entities linked to Ukrainian separatists" and a "deepening of the economic measures against Russia, including its access to the financial markets."
