"Regarding the (KFVS12) story indicating the loss of revenue to Metropolis because of reduced revenue from the gambling boat, it was indicated that the loss was from the inability of the patrons to smoke. Could not this also be caused by the general state of the economy? It seems wrong to blame the loss only on not being able to smoke."
